Howland Island, lies to the northeast of the Rawaki Islands (of which Howland Island can be considered as a distant outlier) and 58 km north of Baker Island (its nearest neighbour). Both Howland and Baker are unincorporated territories of the US under the jurisdiction of the US Fish & Wildlife Service. The USFWS manage the island as the Howland Island National Wildlife Refuge.
The island is low and flat with an area of 1.8 km², containing a central depression ringed by a circumferential beach crest. The island is fringed by broad fringing reefs on the north, east and south sides; fringing reefs off the western shore are much narrower.
